Definition/short description
Voice over Internet Protocol (VOIP) is the technique that is used to transport speech over an Internet Protocal based network. This way you can make phonecalls over the internet. [1]
In depth
There are several ways to use Voice over IP. The first is , to make phone calls over the internet. Another, more business like way is to connect different locations of 1 company through Voice over IP. This makes it easier to connect these different locations, as a normal, analogue telephone line is no longer needed. Besides that data can be transferred through that same connection at the same time. Which can be time saving and more efficient and thus, money saving.
The relevance for eGovernment
The relevance of this technique for eGovernment will be that it can integrate several services. You can, for example think about videoconferencing and several people working on the same document. This can make the organization work more efficiently, because there is a better digital connection possible between for example different departments. This can improve the efficiency of governmental institutions through this new technology. And therefore, this Voice over IP
Besides that it can increase the attainability of telephone services. You can attach a phone number to a certain IP adress, this means that this phone number no longer is attached to one specific place. The phone number will work on every spot where it has a connection with the internet. This can also increase the efficiency of governmental institutions, especially departments where there is a lot of personal contact with citizens over the telephone, for example at a helpdesk. The transfer from analogue telephone lines to Voice over IP makes the system more stable and the telephone services can be performed better. [2]
Examples
A good example of a service that uses Voice over IP is Skype. [3] With this computer program you can make phonecalls around the world through the internet. This program is used worldwide to keep in touch with friends for example. It is so popular because it gives you the oppertunity to both speak to someone live, while you can alsoo see them live on a webcam. This is the more popular version of the professional video conferencing.
