The TRIAS Telematica project aims to support and inspire civil servants involved in eGovernment in all European countries. The TRIAS Wiki facilitates this project as it provides examples, explanations and education. It serves a dual purpose, as the wiki-interface allows many collaborating European partners to easily add content to the knowledge base and at the same time provides an adaptive 'learning environment' able to follow the developments of the field.
Example wiki as an online learning support tool
This wiki serves as a possible solution to an online knowledge environment that contains case studies, information modules and knowledge on meaningful e-government subjects. It might serve as one of the instruments in the online education to be developed. This means that this wiki acts as an example and all content is made up for that matter. When developed further, the content, structure and use will have to be determined by the participants of the project.
This wiki contains case studies and information modules on innovative e-government practices and solutions. It provides understanding and practical information on how to realize good e-government solutions. As in all wiki's, the information is maintained by all participants.
The information modules point to each other and to outside sources. In such a way they act as the central elements in a growing network of information on the subject. The information modules are written at different levels: basic, principal and advanced.
Main aim of the wiki as a guidance
Any information placed in the wiki is only meaningful when it relates to the main aim of the wiki. The main aim of this wiki is to support the education of eGovernment professionals. Every page contains information only when it is meaningful in that context. That means that the wiki does not contain general explanations on any subject, unless it is of importance to eGovernment professionals. It does not contain a definition of OWL when OWL is not used in an eGovernment solution; it does not contain a description of organizational culture unless that is of importance for eGovernment professionals. Building up and maintaining a wiki is an effort that needs to be coordinated over many participants. The quality of a wiki depends not only on the quality of its individual pages but to a large extent on the structure that is built up between the different pages. Above all the wiki is guided by its main aim, which is to be shared by all participants.
The TRIAS project is a pan-European project, with people from many different countries, governmental backgrounds and schools of thinking. That means that the wiki will contain different viewpoints on a subject, different solutions to a problem, different good practices, and different kinds of teaching. These differences are the strength of TRIAS, and the wiki will not strive for singular, monolithic viewpoints. It is in the confrontation with the different experiences and practices that students and professionals build up an understanding of the true complexity of eGovernment project, be it in their own organization, within their own country or Europe wide. That said, the selection of material is important. Before adding material authors should plan their contribution carefully, its addition to the wiki and the relations they plan to make. The strength of a contribution is in its relations to the rest of the wiki.
