Definition/short description

In a social democratic view on eGovernment, eGovernment improves public services by creating a government system that is able to discover citizens that suffer from unequal circumstances that make it more difficult to fullfill their ambitions. Once this is discovered, government actively provides the services to help these individuals. By using eGovernment-instruments like research or the linking of databases, government can reach out to more citizens. Sometimes these services are provided, even when unasked for by citizens.

The aim of eGovernment is to improve the functioning of government systems and public services. Yet, it is not quite clear what real improvements are. The reason for this is that political views influence the judgement of public services.


In depth and the relevance to eGovernment

Social democrats believe that the government is there to help people, to create equal opportunities for everyone. Therefore eGovernment should support this, eGovernment stands for an active use of all possible 'electronic' means to support the citizens. By using questionaries, other research tools, databases etc. the government is informed about the social circumstances of their inhabitants. This offers the basis for an active policy to help people in difficult situations. eGovernment can create the possibilities to reach out to these citizens. eGovernment supports an active government that interferes in society with the aim to create equal opportunities for everyone. Government provides these services, even when not asked for by some citizens. To make this possible, a big government organisation is needed, an organisation that gathers much information and that is able to make connections between information from different sources. Subsequently, eGovernment should support the active distribution of the necessary public services.
