Definition/short description
Introductory
Services to its citizens is central in the development of e-government. Ultimately a government provides services for citizens, and the citizens is the touchstone of its effectiveness. the most visable part of e-government are its e-services, when services are brought online. In general, there are a number of steps in creating e-services:
- presenting services online
- providing online forms for application
- providing feedback on the progress of services
- notification of the result
- delivery of the result
In good practice in The Netherlands was the services 'product catalogue' - a simple application that contained all the products provided by local governments to citizens (up to 300). The application could be used to create a portal that gave an overview of all available services and local governments could add their own information. National government provided a small subsidy (up to € 15.000) to support local implementation of the product catalogue online. The task of implementaing it was simple enough and the money provided an incentive just big enough to stimulate many cities into activity. But the application proved to be a catalyst in more than one way: it not only helped putting the services online, but also created an enormous awareness of the work that still needed to be done, stimulated othter prociders to adapt their content management systems and back office systems to communicate.
