Definition/short description
Illiteracy; is the condition of being unable to read and write or the quality of being ignorant or unknowledgeable in a particular field or subject as it is known by others.
In depth
Illiteracy is the condition of not being able to read and write. In mordern times, this condition has become a social problem which has pose serious problem for policy makers, and needs to be solved through education. Acoording to the United Nations, Illiteracy is the inability to read and write in any language.
The relevance for eGovernment
The consequences of Illiteracy for eGovernment are numerous but however these are the most immediate ones. Firstly, it is very difficult for the good functioning of eGovrnement because of the in ability of people to read. Secondly, Illiteracy work as an inhibitor that is, the more illiterates in society, the harder it will become for a country to develop. It is therefore also difficult for eGovernment to function properly, and in extreme cases even to exist.In addition, the relevance of Illiteracy for for eGovernment is also dificult in the sense that, illiterate people believe in things being said rather than they learn it themselves, due to the fact of inability to read.Thus the main aim for eGovrenment which is the spread of relevant information at a maximum range within the shortest possible time, will be unsuccessful. Thus, it is also right to say that illiteracy is anti eGovernment for the fact that they are incompatible. This is so because egovernment can only work effectively in an informed or literate environment.
Examples
In most third-World countries,a large number and sometimes even the majority of the population cannot read and write. This is especially ture in rural areas of these countries. Classical examples are India [1], and other countries in third world regions, See complete table [2]
