Good governance is that system that offered a qualitative governing activitiesto its citizens through institutions. Good governanace is particularly important to eGovernment because of their close connection.In modern times good governance are frequently used in developmental aspect of governments through international financial institutions and donors that offered loans to nations that are democratic. Such governmnent are those are flexible in change, and Change management is having a very important role to play. It is that which implement fair legal system, protect minority and recognised human rights Citizenship. Moreover such governmnet is independence from the judicial system and incorruptible. The system is not based on powerful individuals but on strong processes and procedures that are follows up.The system of transparency means that policy maker implement decisions that are blinding by law and give free Information to those who subjected to. It one that is effective,its satisfy the demand of its society through good management of resources and being efficient by means of proper sustainable protection of environment and use of natural resources. In addition it educate and reduce the rates of Illiteracy. Its accountability is carried out through transparency and implementation of the rule of lawand nevertheless good governance mostly pratice to countries that have no democracy, governments most follows this practice if they want to achieve a sustainable human development for their people.

The relevant of good governance to eGovernment is very important because if there is no good governance the government will not be democratic. a good governance is that system which offered quality standard of services to the society through its government. A Good governance should one that is politically flexible and that which is subjected to modification through its Legislation . Moreover Good governance offered free Information to its government and the government publishes them through its web site . This system has made it possible for political institutions to give opportunities to men and women to participate in Representation of their communities. A Good governance creates a conducive political atmosphere to governments and their citizens for peace and tranquillity, and same time enabling them to Participate for election through E-voting . In addition they provide projects that governments used to improved Public services and to offered good serves to citizens. It is therefore important to know that international financial organisations as well major donors will give their loans only to governments that ensure good governance,these loans can be deliver through the used of E-payment to governments.
