Definition

Unique numbers of every object of political and thus administrative steering are needed. Basically this means that we need to know the objects of steering in public administration. For every object a unique identifier has to be put into place. The identifier has to have a syntax, and for every concrete instance of the object a number has to be assigend that is not used to identify any other object.
